Imagine every French citizen slightly reducing their annual CO2 output: this is precisely what SNBC 3 aims to orchestrate… but on a national scale! France has set an ambitious goal: achieving carbon neutrality by 2050.
As highlighted by the High Council for the Climate (HCC), emissions are currently falling by 1.8% per year, whereas this pace needs to nearly triple to meet the set targets (HCC Report, 2023).
Key Objectives
The National Low-Carbon Strategy (SNBC) serves as a roadmap, revised every five years. Its third version, SNBC 3, is set to be published in Spring 2026 to accelerate the transition toward a low-carbon country.
SNBC 3 establishes ambitious trajectories:
- A 50% reduction in territorial emissions by 2030 compared to 1990 levels.
- Carbon neutrality by 2050, in line with commitments made under the Paris Agreement.
Carbon budgets are defined by period for each sector: 347 MtCO2e/year (2024-2028), 265 Mt (2029-2033), and 192 Mt (2034-2038). However, these budgets are provisional and may be adjusted in the final 2026 version. The strategy also integrates the imported carbon footprint (emissions linked to consumption) with indicative targets: a decrease of -38% to -43% by 2030, and -71% to -79% by 2050 compared to 2010.
Concrete Changes
SNBC 3 proposes sectoral guidelines to drive this decline:
➡️ Buildings: A gradual phase-out of oil-fired heating and an acceleration of energy renovations. There is also an increased rollout of heat pumps and other eco-friendly solutions nationwide.
➡️ Transport: The goal is to reduce sector emissions through clean vehicles, public transport, and Low Emission Zones (ZFE). The objective is clear: significantly decrease reliance on fossil fuels and promote sustainable mobility.
➡️ Industry: Promoting low-carbon electricity, green hydrogen, and Carbon Capture, Use, and Storage (CCUS) technologies. The aim is a sharp reduction in industrial emissions, particularly in the most polluting sectors. However, green hydrogen is still in its early stages in France, with many pilot projects currently underway.
➡️ Nature: Forests and agricultural soils play a role in partially absorbing CO2, but their capacity is weakened by climate change. SNBC plans for their reinforcement and restoration to support the overall goal.
Implementation Challenges
The current rate of emission reduction (-1.8%) is insufficient compared to the required -5%. Imported fossil fuels remain prevalent in our consumption, and natural carbon sinks are increasingly vulnerable to droughts.
Considerable investments are essential; nevertheless, the growing development of renewable energies (green electricity, solar, wind) is a major asset. The High Council for the Climate regularly warns that current policies remain insufficient to meet the 2030 and 2050 targets.
Toward Collective Success
SNBC 3 is more than just a government plan: it provides levers to mobilize the State, businesses, and, indirectly, citizens. It is a collective effort. Local authorities can support the development of heating networks, bike lanes, and public transport.
Furthermore, individual behaviors matter: lowering the heating by one degree Celsius, choosing carpooling, or reducing energy consumption all contribute to collective success. Every small gesture is part of this common marathon toward the 2050 horizon. SNBC 3 clearly marks the finish line—it is now up to us to move forward together to reach it!
